So I'm at home now and able to read exactly what the manual says. This is why I thought it had to do with the recover/bumper hitch difference....
" the rear bumper is intended to tow trailers up to a 5000lbs without added equipment or alterations to the standard equipment.
Ram 1500 4X4
Standard tow:5000lbs
Max tow:10350lbs
Max payload:1500lbs

I can't find any mention of WDH adding towing capacity. I will still look for the stamp on the recover like was mentioned.

Factory receiver replaced

The 5000/500 lb. spec applies to the 4Runner with standard factory rear ladder mounted receiver. I installed a Draw-Tite frame rail mounted equalizer ready receiver and the spec on my 2005 4R goes to 6200/620 lbs. if using an weight equalizer hitch.

I am towing a 2109s with Equalizer 4 point hitch and have no problems. I always tow in "4" not "D" and keep the weight down in the TT (CAT says 4600 lbs. with no water/waste).

I ran a 2004 Four Runner V 6 towing forest rivers freedom Express 19ltz. Hauled it for two years, never had a problem. The dealer swapped out the factory hitch because of rust issues. They through the hitch into the deal.
