the holes are punched not drilled and they are punched before the material is roll formed (it's flat) so the alignment when punching was off. It's not profitable to drill that many holes. Hitches are made on a production line with robotic equipment. A lot of OEM receiver hitches) are manufactured in Findlay, Ohio btw.
Me thinks the holes are punched in the tubing that is already made.
My 07 2500 GMC Sierra same thing. Have 10K toy hauler, didn't lub the ball which elongated the pin hole. Bought a new Curt brand heavier hitch. Haven't put it on yet.
OP.....don't worry.....its from "work/towing". Yours is a mild case....should see my workhorse GMC Sierra. It's a 2011 with 60K miles. 45K pulling miles.
I have the anti-rattle, and a Master Lock pin that slides tight. My hitch doesn't budge. Amazon. Got both for around $50 +/-. Also, be sure to grease everything

My hitch stays in the receiver so I installed a anti rattle device to prevent the hitch from wobbling around in the receiver and beating the hell out of the pin.

It won't do MACH 2, but I can get a sandwich and take a pee.
