If you look at new ones at the parts store they will list the rise or drop on the label depending on how you use it. Like others said they are used in whatever configuration works for you..

If chains are too long-------------

If chains are too long (maybe, depends). A quick fix is just twist the chains before hooking up to eyes in the hitch, just enough so as they will not drag. Do not tighten too much, you need a little slack for turning.
