Exclamation Question with my WDH measurements

Ok. I have a 2013 Ram 1500 4X4 with the 5.7 Hemi. I pull a Puma 29RBKS. I have a E2 WDH with sway control built in. I get a lot of sway at the rear of the TT. I took measurements on my truck before and after hooking up and before and after the WDH. Before I make changes tell me what you think of my set up. I measured from the ground to the bottom edge of the wheel well.
Left front without hooking up was 37"
Left rear without hooking up was 40 1/4"

After hooking up the TT w/o the WDH
Left front 37 1/2"
Left rear 37"

After hooking up the WDH
Left front 37 1/4"
Left rear 37 1/4"

The front of the truck leveled out but the back was still 3" low. I was going to raise the L brackets but wanted to run it by someone with more experience before I was going the wrong way.
Thank you in advance

It seems strange that this much trailer only increased the front height from 37 to 37.5". Normally, getting to within 1/4" is close enough. But since you only moved it 1/2", you could say you only returned half of the lost weight to the front. You need more weight transfer, to get it back to 37.0".

I'm not overly familiar with the E2. That much trailer would be much better served by the 4pt Equalizer. But assuming they work the same, you should be adding washer(s) to change the angle of the head, to transfer more weight. You should only touch the L-brackets if you have good weight transfer, but the trailer isn't level.
