On a chain setup you want the bars to be parallel to the frame when loaded. The chain length when hooked is determined by the drop from the hook to where the bar is level, usually about 4-5 links if I recall. The tilt of the head determines how much torsion is on the bars when loaded and parallel to the frame is determined by chains. More tilt=more tension. More or less links= in-parallel bars.
