snap up bracket sliding?

Ok, i picked up new 318bhs this weekend. Dealer worked in a husky wd hitch with friction sway....just something to use to get it home untill i get a better one. Anyway, setup towed just fine, even in some nasty 50+ mph cross winds ( west texas). Im sure the tv helped a lot there, but when i got home i noticed the snap up brackets had slid foward a couple of inches? There is just one ' set screw' type bolt that secures bracket. Am i set up wrong or is there something else i should be looking for? Thanks!

The bolt just was not set tight enough. Make the bracket is directly under the chain and tighten the bolt up. It should stay put. If it moves again you may have another issue.

thats what i figured, but the literature that came with the hitch says to make contact with the frame, then to tighten another 1/4 turn?? then in big bold letters, "DO NOT OVERTIGHTEN"??..so i was worried that i would cause more damage trying to fix the original issues...haha
