There are parts of the country (and only by state) that you MAY need to chain up a "toad" and the only place i can think off the top of my head my be certain times of like (logan pass) or very high very long mountain passes.
Other then that you do not need it as more and more states are just closing roads when they feel it is unsafe, so then you will not need them as the road will be passable when they reopen the highway. So i hope you understand it is only a few very high passes.

If I was towing on ice or snow, I'd absolutely have chains on at least drive wheels of TV and on the brake axle of the trailer.........No way would I pull a trailer on ice without chains on the brake wheels.....just say'n...

quick answer is NO. only drive wheels and in extreme conditions on the front turning wheels . Same goes for the big 18 wheelers only on the drive wheels .
have lived in the mountains of CO for the last 30 yrs .
