Example my TT gross is 6402 lbs so at 15% my TW should be 960 lbs every time because my GVWR is never going to change.

I've been wonder about what you said here because you would seem to be right, but I've been told that even if our trailer "we have the same 233S" is load to 6602 "spec" the TW is 602..........So what I did was add propane 40, battery 20, and WDH of 70 to come up with about 730 TW, at 730 my family and anything I need to put in the bed of the truck I would be close to my payload..........but at 960 I would be way over.

I'm thinking I might buy this also!!!!!

Correct! But that doesn't mean you have to weigh the trailer every trip. Establish the weights with the trailer equipped for that gonzo excursion paying particular attention to what goes where in relation to the trailer axle/s. Maintain that process for lighter loads and you should be able to maintain that optimum tongue weight without having to plunk it on a scale.
