Torsion Bar Holder for Reese bars with Chain

Always trying to find somewhere to store the bars without getting grease on everything and keeping the dirt off the bars, I came up with this little gadget to not only store them, but to lock them to the camper.

Confused, can't see how they are locked in place? I can see the bracket at one end but can't see the other. Newbie here so need help.

The chains are brought up and dropped over a chain link welded to a plate which is bolted to the jack mount and padlocked. Just added the missing pictures.
