how come some towed dolly the steering wheel has to be in the lock position and some say it has to be unlock to move left and right.

There are two basic types of dolly's. One has a swivel pan thrus the steering wheel must be secured straight ahead.

The other does not have a swivel pan so the steering wheel must be able to move freely.

As with everything there are haters of both systems. I personally use the Acme EZTow which is a non swivel pan dolly. Works great for me.
