Same in IL, although I've never actually seen it enforced or heard of anyone getting a ticket because of it.

It is law in PA as well but only on a limited access highway.

Towing speed, do what you feel comfortable doing. Our interstate is 80 now. The 2 lanes are 70. I drive a comfortable 60-65 towing unless the road is crap or severe weather/wind. We RV to enjoy ourselves, not to white knuckle from camp to camp.
The ones that I feel have no courtesy are the farm/ranch traffic sometimes. They have a job to do, but damn I hate coming up on combines and 4wd tractors on 2 lanes. Or 40yr old beet trucks overloaded and struggling to accelerate to 45. Rarely a flagged or even flashers to warn us. Just Monday I had a pickup with an empty gooseneck hay trailer pull out about 1/2 mile ahead of me and do 35mph with no damn tail or brake lights. Grr...

I just stay in the right lane (the slower one ) and keep it between 60 and 65, I am going slow compared to the rest of the traffic, let them pass. I try not to travel through busy cities during rush hour if at all possible. It is frustrating with all the idiots out there. I have pulled over to the side of the road to check something out, almost never got back on the road. A trucker let me in. I need to get a bigger horn for my F250, the factory one is a wimp. Try to enjoy the ride or at least the destination.

I don't pull over to let people pass but I will slow down when I think the people behind me can safely pass me. I hate to be a holdup but I try to run between 60 and 65. When DW and I start to travel next year I plan to try to stay off the interstate.

I try to be considerate and allow people to pass, stay in the right lane, etc... But, on a 2-lane road I travel 65 or the speed limit. Here in Texas there are 2-lane, black-top roads with 75mph speed limits. I am not going to tow that fast. If someone is capable of driving that fast on that road, they should be competent and confident enough to perform a legal and safe pass. If not, it's not my problem. We have interstate speed limits up to 85 mph in places. I'm in the right lane going 65 and will only get in the left to pass a slower trucker if the left lane is clear a long way back. I've ducked, dodged around, and passed trucks, buses, and trailers of all types for 49 years... I guess a few folks can duck, dodge around, and pass me for a change...

Whether towing or not:
a. When I'm not passing somebody, I stay to the right.
b. When I'm coming up on somebody slower than me, I move over 1 lane well before I get to that vehicle, so I don't get stuck. This might mean that I cause somebody else to have to slow down, who was previously speeding. I don't have a problem with that.
c. When I am finished passing all slower traffic, see step "a".
The only way towing makes a difference is if I'm in really hilly terrain, where the hills cause more fluctuation in speed. I don't like to floor the gas to hold speed going uphill. I prefer to let it slow down 5-10mph uphill, and speed up 5-10 downhill. Better gas mileage. Since I'm going to be slowing down anyway, I will do my best not to hold up faster (smaller) vehicles.
