As others have said not enough info........ How much does the new trailer weigh (Not what the tag says but what the Cat scale or other scale says.....(you might be surprised) Is the trailer & TV level hooked up?? Is about 60% of the trailer weight in front of the axles... tongue weigtht????....... What loads have you added to the trailer........

You probably know this do not go buy the empty weight that is advertised my 35' Puma says advertised 9200 it came in at 9650 and loaded it is nearly 13K

How old is your Expedition......rear springs coil or leaf......may even want to find a truck spring shop make sure your springs are not worn out if it's older....

But it is more than likely you may need different sway bars & weight dist set up....I realize you have tried two but it still does not work...................or is it set up correctly!!!!!! (Thats my feely not knowing more)

Just guessing I don't think the design of the trailer is faulty............
