It could be a lot of different things.
Bad shocks, excessive payload (in TV and tongue weight), weak tire sidewalls or under-inflation, poor trailer weight balance, bad road, mis-adjusted weight distribution hitch, . . . . . .
You probably need to start out by making sure your WD hitch (assuming you are using one) is properly adjusted. Check your TV owners manual for vehicle manufacturer recommendations. A good source of information on proper WD hitch adjustment can be found at etrailer.com.
