FWIW: my Equalizer manual says measure the front fender height loaded and unloaded. Then add washers to the shank head in order to bring the front fender down about 1/2 of the amount it went up when loaded, while trying to "keep the spring arms parallel with the trailer frame."
If you've added all the washers and still can't get the front down, then you remove the washers, raise the brackets on the trailer frame 1", and start over.
