weight distribution hitch adjustment

I just purchased a used Wildcat 28RKX and went to pick it up last weekend. I brought with me a WDH I purchesed to install. When setting up the hitch, the number of chain links required on each side was not the same. If I used the same number of links, 1 side would not be tight. The truck and trailer were on level concrete. When I got home, I installed bars and let chains hang to the ground. One side was about 1/2" higher than the other. When I switched bars, the same side was still high. I could adjust this by tighening/loosening the u-bolt nuts, but then bars would be set for each side. Is this normal, or should I take it back? Thanks

What brand and model wdh do you have?
Are the bars fully seated in the hitch head?
Any obstructions in the hitch?

The WDH is a Eaz lift 1k/10k. Bars are fully seated, but I will have to look closer to see if maybe there is a high spot inside the head tube

Mfr is going to send me a new head unit the bars plug into.
