I dont think that the tail lights were the only things not fully functioning!

I guess if it gets to bouncing, just lower the landing gear a little and let it skid.

Most states wouldn't allow it. I'm pretty sure Washington wouldn't. Unfortunately, each state is required to allow whatever is OK in the state of registration. I think I'd be calling the WSP to escort the clown over the border.
