Cold water at kitchen sink runs very slow compared to hot. This is true whether hooked up or using tank and pump. Any ideas why and how to correct?

Sounds like the filter is clogged.... Or maybe the screen at the pump. Valve at the pump in the correct position?

Possible debris in cold water handle side
