3051 light switch

Is this wired correctly that when the lights are turned off, one rocker is up and one is down? Did I miss something? Another dah question?

I think it is operating like a three way switch... If it is like our 3050, the switch down by the foot of the entry stairs also operates the kitchen area.

Thanks guys, it is a 3 way switch. Now the other one is up for off but the top set of switches all match.

I had forgotten about the stairway switch, but mine are still all down when off just like a house switch.
