Foggy rear tail light

I recall seeing others here on the forum having them same isssue of the rear tail light filling with water. I had that happen and my dealer resealed the other edges of my tail light. Seemed to work. But when I washed the MH today, I the clear backup lens fogged up. Obviously, there is water penetrating into the tail light. I believe it must be entering from the backup lens cover. There are 2 screws holding the lens on. I have removed the lens and there is a very thin ring seal. It is very difficult to reseat the seal. Has anyone out there encountered this and di you use any silicone or other sealant?
Is this the same problem that has prompted the RECALL of other tail lights?

I found it seeps in through the center clear lense.
You have the 2 screw unit- they will NOT seal good enough with the crappy foam seal.
Clear silicone around it and reinstall.
