Help - What is this clip near the slide?

So what is this clip on the side of my Forester 2451s near the slide?

Iv'e seen them on Sunseekers, Foresters and many other campers. Can't figure out what it is supposed to do. Dealer said something about it not belonging there till I pointed out it was on all units.

I note that occasionally the little arm on the slide topper hits it preventing the slide from closing completely.

I'd appreciate any help.

The clip and the arm are parts of the anti-sail system which prevents the topper from billowing out while traveling. If the topper starts to unroll the arm contacts the clip and stops it.
