FYI: Technically they can, they just won't stain. If you've ever left a fork for too long in a stainless sink you will see rust forming but you can scrub it away. If while installing the screws you hit another kind of metal, electrolysis will occur and the screw can rust. As hard as stainless is, it will take a very long time for the screw to deteriorate though.
Actually had it happen to me when a third party installed a railing on my boat accidentally screwed into my gas cap flange. The screw rusted out within 5 yrs.
