Don't know if it's the "best" way but... Dawn dishwashing detergent works well on sap. Right out of the bottle, drop or two on sap, let sit minute or so, then wet rag. Will take some rubbing and maybe couple of tries but actuall works pretty well.

Goo Gone is my favorite. I would maybe test it in a corner of the panel first to make sure it's not harmful to the top layer.

If the panels are glass you could use a razor blade to get the majority off (like taking a sticker off of a window) and then just clean up the residue after. Ive done that on my windshield before. Then as NJKris mentioned, follow with Goo Gone. But, I would use this method ONLY if its glass.

Isopropyl alcohol will dissolve it out of clothes, so it'll probably cut it from panels. But I don't know if it could hurt them or not. Good luck.

If the panels are glass, like most rigid panels, you can use any type of solvent.

The ones on my house are tempered glass, so they are pretty durable. I am thinking about treating them with rain X to see if they stay cleaner.
