Where and how to fill fresh water tank.

I purchased a 2005 2941 ds class c forester. For the life of me I cannot figure how to fill the fresh water tank. On the outside is city fill for water intake..no gravity fill inlet. The water tank is under the bed. There is one valve which I tried both opening and closing. Neither gets water into the tank. Am I missing something. Should I turn on the water pump when trying to fill from city water port? Should the one valve be on the open or close posirion? The valve is low so I Am thinking that is more of a drain valve. I tried contacting forest river but rep insisted there is a gravity valve on outside even after I sent him pic of the outside. Please help
