Which direction are you going into Spokane? If you are headed east on I-90 after Spokane, the county fairgrounds/sheriff's office in Coeur d'Alene has a great multi-lane RV dump for just a donation. If going west to Spokane, you could also stop there for water.
Although we didn't stay at the casino you mentioned, we stayed at the Coeur d'Alene (Indian) Casino 25 miles south of the town on US 95. Before July 1, the 30A/50A electric hookups (the only hookups they had) were free, but I am not sure of the cost after July 1. We had the same problem as you, but we found a gas station just north of the casino that had free potable water and we dumped at the sheriff's office dump mentioned earlier.
If you are going to spend time in Idaho, we found it one of the most RV friendly places anywhere. Nearly every town, big or small, had a free or low-cost dump in a city park, behind a gas station, at a visitor information center, etc. And they are generally well-marked by signs on the main street or highway. That makes it a great place for boondocking, which must be what many of the locals do to warrant construction of that many dumps.
BTW, free with fuel fill-up is standard practice for dumping at gas stations along the Alaska Highway. And I even got a free, very high-pressure RV and truck wash with a fill-up in Tok, Alaska.
