One of the problems is that Paradise is situated on a Lava Cap. Every house had its own old style Septic System and the soil is not all that thick. with virtually no percolation through the lava cap. That prohibited any major commercial construction. They will need to install a sewer treatment facility and run sewer lines and pumping stations before rebuilding will be allowed.
FYI, that lava cap came from Mt Lassen, 80 miles away, a long time before the pilgrims landed on Plymouth Rock. Imagine the eruption that allowed that hot lava to flow for 80 miles. It is mind boggling even to contemplate it.
