Last week saw a pop up camper sitting on a pontoon boat, it was on the lake! Hope to see it again so I can get some pics.

I suspect that there's no question that you'd need a CDL to drive one of these??

Seems like some kind of modification (s) to the oil and engine coolant systems on the vehicle tilted up for transport or perhaps draining them before transport is necessary.

nope. usually a non-commercial class A. They are registered as RVs.
