2012 forest river 329 Santizing problems

I have been trying to sanitize my water system. I made a short piece of hose to screw into the water inlet and attached a funnel. When I tried to pour the bleach/water mix in, the funnel fills up and wont flow into the tank even when I pour real slow to let air in with the fluid. My driveway is not level so I tried with the front of the RV being lower than rear and with the rear lower than the front. Same result, no flow into tank. I then hooked up a water hose from my house thinking I had a blockage, but the water flowed into the tank under pressure.

Empty your water hose.
Hook the end to the trailer.
Pour the bleach in the hose.
Hook hose to water spigot.
Turn on water.
