Arctic Pack 2002 Georgetown

I am wondering what the Arctic Pack does on my 33ft RV? Does it keep the underneath from freezing? Hopefully someone can tell me.

I have a fr reflection class a with an arctic pack. The switch activates heater pads on the fresh water tank and also the gray and black water tanks when the temperatures get near freezing. They are not intended to provide warmth if it gets real cold (like 25 or below).
You should find wiring around these tanks and might be able to actually see the pads.
