I can think of 2 ways to stop the steps.
1. Find the appropriate fuse and pull it. Assuming the steps are fused, that is probably the best way.
2. Tape a magnet over the magnetic switch in the door frame to "fool" the steps into thinking the screen is closed.
Manufacturers have a failsafe mechanism that opens the steps every time the door is opened to prevent unsuspecting people from stepping out into space and then suing the manufacturer for an unsafe product. You will have to find a way to circumvent that safety protocol.
