I live in the Hampton Roads area of Virginia. You are correct in that there are currently no tolls except for the Downtown and Midtown tunnels in Norfolk and Chesapeake Bay Bridge Tunnel but, you are wrong about no checking. All tunnels on the interstate system in the Hampton Roads area have hazardous material check points that are manned 24/7 by VDOT personnel. All vehicles hauling propane bottles are required to stop and demonstrate that the bottles are shut off. To my knowledge, the only tunnel that has no check point is the Midtown Tunnel in Norfolk. It has been a while but, the last time I was through that particular tunnel there were signs that indicated that propane bottles were prohibited in the tunnel.
