converter/charger troubleshooting

Hello to all,
Can anybody tell me how to check the converter/charger to make sure it is cycling on/off like it is supposed to. I just smoked a battery and want to make sure the charger hasn't failed.

You'll need a volt/multi-meter. Have a look at this document in the FRF Library. There are several more there that may also help.
