Front wheel cover removal

I just bought a 2003 Georgetown 306S, I want to clean and polish the front wheel covers, but I tried prying them off but stopped because it felt like something was holding them on.
Help PLEASE

Wheel Covers

If you have stainless wheel liners there are three lugs nuts among the other fake ones that hold the liner in place. The real lug nuts have a small notch near the bottom. There should be a special tool with a t-handle that you use to remove them; if not you can use a socket wrench with the proper size socket. When you reinstall them be careful to align the cover with the valve stem and tighten them a little at a time while being careful not to overtighten or you make damage the wheel liner.
