That is how circuits are commonly wired. The GFCI outlet connects directly to the breaker. All other outlets are wired "down stream" from the GFCI. The one GFCI will protect all the others. Once you get the breaker corrected, trip the GFCI using it's test button. All the downstream outlets will be dead. Very common in RV's to have one GFCI protecting ALL of the other outlets.
