Hello this is a response I got from Blue ox

Yes at any given time while towing you may experience what we call the soft latch effect.
One Latch will be Hard and the other Soft. The Hard one tells you that the weight of the car
Is pushing into it and the other hasn’t any weight pushing against it.
It could be either or maybe both at any given time.

Please make sure there is spring tension putting the handle back up into the up position.
If it don’t spring up then there is something wrong.
If you have a Camera and its on while towing, The car should always be directly in middle
Of it or in sight.
