Can you tell us more about the water heater? mfg., model, etc.?
I assume, since you say the propane side works, you're talking about the electric side. If that's the case, then you may have turned the electric element on without any water in the tank and burned out the element.
Here's a couple of things to try.
1. Check the high limits by pressing the reset buttons.
2. Make sure that the breakers are turned on. Turn them off and back on.
3. Make sure that the switch for the electric side is turned on. If it's a suburban, the switch is behind the outside access cover.
