That is caused by the batteries off-gassing and the condensed particles reacting on the metal. While all lead-acid batteries will off-gas some, a battery that is constantly being overcharged will actually boil out. Additionally, a battery that is allowed to "sulphate" (go into deep discharge for long periods), will also cause this situation.
1. Check for overcharging condition. Correct as required.
2. Remove the batteries and hardware and clean vigorously with baking soda and water, including compartments. Allow to dry completely.
3. Thoroughly clean-up all hardware (remove corrosion), and repaint hold-down hardware with a good coat of oil based enamel paint. Wire brush terminals and connections and coat with Dow 5-Compound.
