Most likely crud in the valve. Turn of the water, release any pressure in the lines and remove the toilet valve. Clean out using reverse water pressure or compressed air if you have it.

We encountered the problem but no matter what we did as far as draining the water, as soon as I loosened the water valve, it started spraying all over. Our temporary solution involved keeping a bucket in the shower between our feet and catching the clean soapy water. Then, when the commode needed flushing, we held the pedal down and poured a fair amount of the water down the commode. I spray cleaned every day and the fix lasted us 10 days. Jus' sayin'

You didn't fix anything. You had a work around. You have to turn off the water source and open a cold water faucet to relieve pressure then remove the toilet connection to clean out the clog in the toilet valve. Jus' sayin'.

Be sure to drain and flush your hot water tank and replace the anode rod plus get a filter to put at the water connection. All this helped.
