Ford's description was something that I remember from boat building forums (kayaks- little boats!). The epoxy that we used then was a 2-part epoxy from various places. I liked West Systems epoxy if I wanted the "good" stuff. I got cheap and started using Raka epoxy from a guy in Florida.
But the idea is that you drill and oversize hole, then fill it with epoxy so that it's waterproof and drill it again in just the epoxy giving you a waterproof & secure fitting.
