I have attached the manual for Lippert Steps (I am assuming this is what you have). There is a wiring diagram on page 2 that shows the step switch and fuse that has been pointed out. When the switch is in the closed position (completing its circuit), the steps will open and retract with the entry door. This switch does not affect the steps retracting when the ignition is turned on.
I am guessing your fuse is blown, and therefore the switch circuit can't complete. An easy test would be to short the two wires that connect to the switch. If the steps then work with the door, the switch is probably bad. If the steps still don't work, it is probably the fuse.
