It blinks your marker lights and running lights. Typically used to let another vehicle know they can merge in.

The ICC switch is for flashing the parking/clearance lights. It's used when passing another vehicle to thank them when they flash their headlights to let you know it's safe to move in front of them. It stands for the old Interstate Commerce Commission.

FYI On my Georgetown it only functions when you have your lights on. In other words when you press it it will blink the running/markers lights off. It doesn't do anything when your running lights are already off. So its only used at night which is when its harder to judge distances so you get the courtesy flashes that it's OK to move back over.
