Back in the late eighties or early nineties, you couldn't have a "cool" car without replacing your front plate with a graphic or logo plate. After my 6th or 7th time "playing dumb" with the local and Oregon State Police, I finally got the ticket I deserved. I have since ran with the front plate properly mounted.

To be honest though...I am pretty sure the ONLY reason they ever stopped me was because I was a young fuzzy lipped punk driving a bright red hot rod (66 Malibu...among others).

I bought a Mercedes from another province, that didn't have front plates, so there wasn't a bracket.
He looked at my registration, told me I had it for almost a year. Lots of time.

How many license plates am I required to display?
State law requires that you display two (2) license plates, one to the front and one to the rear. Placement or mounting of license plates is not defined

Put mine on the front mesh grille. Took another old plate and put it behind the mesh and bolted thru with 1/4" SS screws and nuts.

We have ours in the front window, I don't really want to drill into anything, hang it or put it on the grill.

If you put in front windshield, you are still in violation on Texas law. License plate has to be on front of vehicle and VISIBLE by law enforcement NIGHTTIME AND DAYTIME.
