An electric water heater (or the electric heating element part) should run off of 120 volt AC. This means it has a circuit breaker, not a fuse.

Do you know where your electrical distribution panel is in your RV?

What is not working? There is a switch on the water heater, the breaker and then the element itself which will burn out almost immediately if turned on without water.

If it's the 12v fuse then it's in the same box as the breaker. However, if it's the gas portion not working it's much more likely to be your board than your breaker.
