In talking with a State Trooper friend DMV will sell you anything, it is up to you to know what is required. DMV not selling you the correct tags / registration is not a defense.

Illinois Vehicle Code (625 ILCS 5/Ch. 3 Art. VIII heading)
ARTICLE VIII. REGISTRATION AND LICENSE FEES) assigns plates and taxes by "Gross Weight in lbs Including Vehicle and Maximum Load." Same words are used for trailers.
The two are never mentioned together. Towing capacity is never mentioned. So I believe that my TV's plates are assigned based on it's weight plus it's allowable payload (GVWR), and my TT's plates are assigned based on it's GVWR.
Now that doesn't mean I don't have the proper plates. It only means that the TT has nothing to do with the TV's plates and their price, or vice-versa.
