filling water tank

I have a connector marked 'city water' hook up and above that is another connector, is that for the fresh water tank? my last rv just had a capped scupper for a hose. how do I get the tank cleaner/disinfectant into the tank? does the water heater fill when the pump is turned on? or is there a seperate fill?

I'm sorry I don't know what a "capped scupper" is but people who own units with threaded hose connections for fresh water fill (as opposed to gravity fills) pour bleach, etc., into the end of a hose and then connect it to the threaded fresh water fill then turn on the water. Does that make sense?
