Sounds like a "boondock" guy.
I have heard this is a technique to reduce start up amperage when running on the generator.
Since the compressor and the fan motor have peak amperage draws during startup that drop after the motors are on speed, a generator operating at the margins may not be able to handle starting the fan and the compressor concurrently.
I solved this problem by installing a fan delay relay allowing the compressor to start up first, followed 5 seconds later by the fan motor.
Just cut the fan wire coming from the thermostat and connect the ends to the two lugs on the relay. Do not cut the jumper and turn the dial all the way to the left (plus a smidge).
