battery over charging on shore power

I have a 2014 3170ds with two batteries and when on shore power the front one get very hot and boils the water out. what controls the charge rate ?

Sounds like a bad battery.
Replace them in pairs.

The charge controller / converter takes care of charging the batteries, many better quality c/c's are programmable for the battery type: Flooded, AGM, Gel.
If you find you have a problem with one battery being overcharged,
1. unplug the trailer from shore power,
2. let the batteries cool down,
3. check both batteries are identical
4. check battery voltage with Voltmeter

When working with batteries there are a few rules:
1. wear acid resistant gloves and safety glasses when handling questionable batteries
2. Never tip batteries over, unless they are sealed AGM type batteries
3. When connecting batteries start with positive cable then negative, when disconnecting negative first positive second.

Do get to your main question, it is very possible that the battery that's boiling is just defective and needs to be replaced. A fully charged battery should have 12.6 - 12.9 Volt when left disconnected for about 30 minutes to an hour, if it is less you have a brick.

since you say it boils the water out are you replacing the water with distilled H2O?

The same thing happened on my last 5er. One of the 2 batteries would boil over. At first I thought it was one bad battery. But after calling WFCO I figured out that the converter was bad. It was putting out 14.8v. It was just enough to boil the first battery and not the second. I replaced it with a BoonDocker.

My problem with the same symptom was bad battery. As earlier stated replace both or the new one will be damaged and you will end up replacing 3 instead of two. IMHO. Yes this I the voice of experience talking.

X2 on Turbs. Sounds like a short in the first batt. Compare voltages when you have them both out of the coach...to rule out a converter issue,..hook up the good battery and plug in. Voltage should be between 13.1 and 14.5. Anything else means either you don't have a good battery #2 either....or a converter issue

relaced both of them hope it clear up the problem. Converter only putting out 13.5 volts

Converter @ 13.5 is fine since the batts should already be pretty well charged. When the batts are depleted to 50% or so ...you should see the charger put out over 14V but not more than 14.5.
It should always put our 13V + no matter what the state of charge of the battery.
Sounds like you had a bad cell or two...good luck with they new ones.
