Arctic package is 12V pad heaters on the black and gray tanks. That used to be the only way we heated the tanks, then around 2009 we converted everything over to heated (fan forced) and enclosed tanks. Dealers still wanted the arctic package as a back up...or something to have on if you were driving without the furnace on.
