Hello
Many do not, My jeep does not. I have a call into a engineer friend at ford,s and he says there is a way to stop it from doing that, he will get back to me and let me know, he thinks it just a fuse that can be removed, I will post later.

Easy to check if you car will record while being towed. While driving downhill, switch it to accessory and let it coast. See if odometer has increased.

Most newer cars have all electronic speedometers and don't record miles unless the engine is running.

You do not need the steering wheel locked when towing. It must move freely so if you car has a SW lock the key must be in the Acc mode. If no SW lock you don't need the key in the ignition. Most cars will not add miles to the OD when the key is off. If yours does you will need to pull the fuse that controls that. If you check on the FMCA web site there is a section that lists info for all cars to use as a toad.
I will look and post a link if I find it.
