It's called "snipping tool" and it's in your "accessories" folder of your Start Menu.

Bummer. You can't snip with the menu open!

I have Windows 7. Not sure where to find it in windows 8

In Windows 8, look in your apps (or search) under accessories for "Snipping tool."
