Which also means that the other 20% of the units can be occupied by persons under 55 providing they don’t have children under the age of 17.

Correct. To meet the state legal requirements to be a 55+ Park. Individual parks can add further restrictions if they desire, which some do. For instance, some of the parks do not allow pets, and some require that at lease one resident of each unit be at least 55. In our case, I inherited a property while I was 50 and my wife 49. Our development (not an RV Park) requires that at least one resident be 55 or above, with the exception of an inheritance such as mine. We were able to receive the property because it was willed to me.
